Generally the date your PERM labor certification or immigrant petition was filed. It sets your place in line for a green card in your category and country.

Final Action vs. Dates for Filing

Final Action Dates show when a visa can actually be approved. Dates for Filing show when you can submit your application — often earlier. USCIS announces each month which chart applies to adjustment-of-status filings.

"C" and "U"

"C" means Current — visa numbers are available to everyone in that category and country. "U" means Unavailable — no numbers are being issued this month at all.
