Summary
Under limited supervision, the Senior Director of Capital Construction provides organization-level leadership, strategic direction, and executive oversight for all capital construction and renovation projects within the organization’s facilities portfolio for the Alaska Native Tribal Health Consortium (ANTHC) system. This position is responsible solely for capital construction program leadership and project delivery, including planning oversight, design coordination, construction execution, commissioning, and closeout of complex healthcare and infrastructure projects. The role ensures that all capital projects are delivered safely, on time, within budget, and in full compliance with healthcare, regulatory, and operational requirements.
The Senior Director serves as the primary executive authority for capital construction delivery, providing direct oversight of construction managers, project teams, consultants, and contractors, and acting as the key liaison to executive leadership and clinical stakeholders. - Leadership and Strategic Oversight •
- Provides executive leadership for all capital construction projects and construction programs across the organization’s facilities portfolio. • Develops and executes capital construction strategies aligned with organizational priorities and approved capital investment plans. • Leads prioritization, sequencing, and governance of capital construction projects to ensure optimal use of resources and alignment with organizational needs. • Advises executive leadership on construction feasibility, delivery strategies, risk, and capital execution performance. • Establishes construction delivery standards, execution frameworks, and performance expectations across all projects. Capital Construction Program and Project Delivery • Directs all phases of capital construction projects including programming support, design coordination, procurement, construction execution, commissioning, and turnover. • Oversees multiple concurrent large-scale construction projects in occupied healthcare and institutional environments. • Ensures projects are delivered in compliance with scope, schedule, budget, quality standards, and regulatory requirements. •
- Provides executive oversight of contractor performance, construction execution strategy, and project controls systems. • Leads resolution of high-level construction issues including scope changes, unforeseen conditions, and major project risks. Financial Oversight and Capital Controls •
- Provides executive oversight of capital construction budgets across all projects and programs. • Reviews and approves major project budgets, cost forecasts, bid packages, contract awards, and significant change orders within delegated authority. • Monitors capital expenditures and ensures accurate financial reporting and cost tracking across all construction projects. • Identifies cost, schedule, and delivery risks and implements corrective action strategies to protect capital investments. •
- Provides capital construction performance reporting to executive leadership and governing bodies. Stakeholder Engagement and Executive Reporting • Serves as the senior executive point of contact for capital construction activities. •
- Provides regular executive-level reporting on project status, risks, performance metrics, and capital program progress. • Presents to executive leadership, clinical leadership, and governance bodies on construction strategy and project delivery outcomes. • Coordinates alignment between construction teams, consultants, contractors, and operational stakeholders to ensure successful execution. • Represents capital construction interests in executive planning and decision-making forums. Regulatory Compliance, Safety, and Risk Management • Ensures all capital construction activities comply with applicable federal, state, and local regulations, building codes, and healthcare standards. • Oversees construction safety programs including OSHA compliance and infection control risk mitigation in occupied healthcare environments. • Directs risk management strategies for capital construction projects including mitigation of schedule, cost, quality, and safety risks. • Ensures implementation of quality assurance, quality control, and commissioning standards across all projects. Organizational Leadership and Team Management •
- Provides executive leadership, direction, and development for capital construction teams including project managers, construction managers, inspectors, and support staff. • Establishes organizational structure, roles, accountability systems, and performance expectations for construction delivery teams. • Leads recruitment, retention, performance management, and professional development of capital construction staff. • Builds and sustains a high-performing construction organization capable of delivering complex healthcare infrastructure projects. • Promotes a culture of accountability, safety, execution excellence, and continuous improvement. Construction Closeout and Transition Oversight • Ensures successful turnover of completed capital projects to operational stakeholders. • Oversees commissioning, occupancy planning, warranty management, and project closeout processes. • Ensures completeness and accuracy of turnover documentation including as-builts, commissioning records, and O&M manuals. • Evaluates project outcomes and incorporates lessons learned into future capital construction delivery improvements. - MINIMUM EXPERIENCE QUALIFICATION Non-Supervisory -Ten (10) years of progressively responsible experience in capital construction or construction project delivery.
- Demonstrated experience delivering large-scale healthcare, institutional, or infrastructure construction projects.
- Proven experience managing multiple concurrent capital construction projects in occupied or operational environment.
- Supervisory- Five (5) years of leadership experience managing complex construction projects or capital construction programs.
