Job Description

The Police Captain receives general direction from the Chief of Police and performs managerial, administrative, highly technical tasks and complex specialized law enforcement assignments of considerable difficulty and requiring an advanced level of law enforcement acumen. The Captain oversees all divisions of the department, Administration and Operations, and participates in developing departmental goals and provides leadership in strategic planning, manages and develops programs and specialized projects, organizes, anticipates, plans, and directs the activities of all divisions within the Police Department, is responsible for evaluating and directing sworn and non-sworn supervisory personnel, and monitors workflow and oversees the performance of administrative and technical police work. The Police Captain may participate in local community and hospital affairs and may provide leadership for local and regional law enforcement activities and developments, and performs a wide variety of work as required.

ESSENTIAL FUNCTIONS/PERFORMANCE EXPECTATIONS

  • As patient care and/or Hospital need dictates, both the assigned shift and work station may be changed by the department.
  • Performs essential job functions with or without reasonable accommodations.
  • Follow up investigation on all Security/Police Reports generated by the Security Department.
  • Assists Director/Chief of Police in the Hospital-wide Security Education program.
  • Assists in maintaining and developing customer relations.
  • Assists in coordinating all Police related activities.
  • Assists Director/Chief of Police in overseeing investigation and follow up of reports of theft, property damage, employee, patient, and visitor’s reports that occur on Hospital property.
  • Serves as delegate to committees as directed by the Director of Security/Safety or Chief of Police.
  • Serves as liaison with local law enforcement agencies.
  • Serves as Director of Security when he is absent.
  • Conducts safety education programs with coordination of Staff Development.
  • Assists Department Director/Chief of Police with initiating and monitoring security programs and security department policies.
  • Assists Director/Chief of Police in providing regular reports and mechanisms for monitoring all reports generated by Security/Police personnel or dealing with Security/Police issues, and addresses to appropriate departments and/or Administration.
  • Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Directs, coordinates, and reviews the work plan for assigned services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
  • Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.
  • Researches and develops grants for assigned programs; oversees grant implementation.
  • Assists in the development and implementation of the departmental training program; serves as instructor for in-service training as assigned.
  • When assigned as a Watch Commander, performs responsible management, supervisory, and technical police work in commanding an assigned field operation shift; receives complaints or reports of emergencies and determines need for police action.
  • Manages field operations at the Police Department including supervising a shift of officers and sergeants; sets staffing levels; ensures officers and sergeants perform their duties according to law and policy.
  • Oversees the work of investigations; reviews all cases received and assigns to an investigator; conducts follow-up investigations on cases; responds to major and/or high profile crimes or incidents; conducts pro-active enforcement operations and develops and implements strategies to prevent or suppress criminal activity.
  • Responds to major incidents reported to the Police Department to ensure that the on-scene supervisor is following protocol and procedures of the department and hospital; assumes role as Incident Commander or other role as needed for the situation.
  • Conducts internal inspections of the Police Department, surrounding buildings and grounds, police vehicles, radios and related equipment.
  • Assists the Hospital attorney in researching and analyzing special cases against the Hospital.
  • Reviews, corrects and participates in the preparation of police reports and records; researches a variety of records; serves as custodian of personnel records.
  • Coordinates assigned law enforcement services and activities with outside agencies and organizations.
  • Provides staff assistance to assigned Police Captain; prepares and presents staff reports and other correspondence as appropriate and necessary; prepares a variety of reports and makes presentations.
  • Responds to inquiries from the media and general public; resolves difficult and sensitive complaints; conducts meetings with local media personnel; prepares news releases; provides interviews to media personnel upon request.
  • Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence. · Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of law enforcement

EDUCATION AND EXPERIENCE:

  • High School Diploma; OR G.E.D. certification; OR proof of completed college degree from an accredited college or university.
  • Associates degree required; Bachelor’s degree preferred.
  • TCOLE certified Peace Officer with 10 years of combined law enforcement, investigative and supervisory experience.
  • TCOLE Advanced Peace Officer Certification or higher
  • Knowledge of the Texas Penal Code, Code of Criminal Procedures.
  • Valid Texas “C” Driver License.
  • Supervisory experience in law enforcement required, good management skills, current knowledge of law enforcement, security, and safety operations, good communication skills.

Ø Stand, walk, sit, stoop, reach, lift, see, speak and hear. Lifting is limited to 35 lbs. for clinical staff and to 50 lbs. for non-clinical staff. The individual must use an assisted-lift device or get another individual(s) to assist with the lift that is over these maximum limits.
