The Director Behavioral Health Operations works across all Healthy Minds – United Summit Center facilities cooperating with medical and operations staff to provide administrative, strategic, clinical, and operational leadership to support all behavioral health services. This includes but is not limited to outpatient services, residential services, community-based programs, grant funded programs, facilities, education and regulatory compliance.
This position is accountable and responsible for the leadership and oversight of the assigned services on a 24-hour basis. This individual will work collaboratively with the Medical Director(s) and senior leadership team to develop programs to serve the behavioral health care needs of the broader community. MINIMUM
Qualifications
- EDUCATION, CERTIFICATION, AND/OR LICENSURE: Bachelor of Science degree in Nursing, Mental Health, Human Services, or related field.
- Valid Driver’s License State criminal background check, and federal, if applicable, as required for regulated area.
- EXPERIENCE: Eight (8) years’ mental health services experience with at least five (5) years in a management position.

- EDUCATION, CERTIFICATION, AND/OR LICENSURE: Master’s degree in related field.
- Current license to practice Registered Professional Nursing in West Virginia and/or licensure in a Mental Health related field.

Responsibilities

Directs, coordinates, and evaluates the delivery of patient care services to ensure compliance with WVU Medicine standards of care, organizational philosophy, strategic objectives, and regulatory requirements. 2. Directs and coordinates departmental operations and program activities, collaborating with internal and external stakeholders to ensure efficient workflows, appropriate staffing, effective resource utilization, and uninterrupted delivery of services.
- Provides leadership to all programs within Healthy Minds United Summit Center. Supervising several managers and directors of individual programs. 3. Facilitates the development of departmental policies and procedures and standards of care. Reviews hospital and departmental policies with staff. Enforces hospital and nursing services policies and ensures that staff is meeting the established standards of practice. 4. Works directly with the leadership team within the Department of Behavioral Medicine and the Rockefeller Neuroscience Institute. 5.
- Provides leadership for workforce planning, recruitment, onboarding, performance management, succession planning, and professional development while ensuring staff competency and supporting clinical education programs. 6. Develops departmental budget for personnel, material and services. Operates organization in accordance with approved budget. 7. Prepares business plans to support new programs or expansion of existing programs and seeks grant funding opportunities as appropriate to supplement program operations. 8. Represents the organization within community, professional, and governmental networks; develops collaborative partnerships; promotes behavioral health services through outreach and educational activities; and supports program growth, referral development, and census management. 9. Collaborates with medical staff and other healthcare professionals to ensure coordinated care delivery and optimal patient outcomes. 10. Oversees all licensure, accreditation, regulatory, and compliance requirements for the organization, ensuring adherence to state and federal regulations, confidentiality laws, and accreditation standards. Serves as the primary liaison with regulatory and state agencies and coordinates audits, surveys, inspections, and official communications. 11. Leads the Facilities Management team to include maintenance, housekeeping, lease management and facility oversight. 12.
- Provides direct operational and clinical support during staffing shortages, emergencies, or other circumstances requiring leadership intervention to ensure continuity of services. 13. Assist in maintaining census in all programs through presentation at conferences, EAPs and referral sources and to include reducing AMAs and providing transition planning to all clients. 14. Directs organizational quality assurance and performance improvement initiatives, including clinical record review, incident reporting, risk assessment, regulatory reporting, outcome measurement, and continuous process improvement to enhance quality, safety, compliance, and operational effectiveness.

- SKILLS AND ABILITIES: Extensive knowledge of behavioral health systems including ancillary agencies and partners.
- Excellent communication skills both written and verbal.
- Ability to work collaboratively with diverse constituents including staff, leaders, medical staff and the community.
- Demonstrates commitment to customer service.
- Working knowledge of and effectively able to use Microsoft products and other computer-based programs.
- Able to perform high level conceptual analysis, formulate plans and implement them.
- Able to prepare complex reports, memoranda and other written materials.
- Understand, interpret and apply laws, rules, regulations and policies related to assigned areas.
